You have to be a licensed driver in the state to register a vehicle. My parents live in Florida and Michigan. They chose to keep their cars registered, and their drivers licenses in Florida because the insurance rates are better.

Pick a state. Your best bet would be to pick the one you pay state income taxes in, and get your license and all your vehicles registered in that state so you can get the multi-car discount. Drive them where ever you'd like then.

You are supposed to register the cars in the state they are garaged. Same goes with insurance.

If you have a home and keep a car in Illinois, it should probably be registered in Illinois. I live in AZ, where we have a lot of seasonal residents, like Florida. Lost of people keep a vehicle here and drive it here, but register it in their home state, usually because it's cheaper there. If you're caught doing this here, it's up a $1000 fine because the state is being deprived of the taxes and fees on that vehicle. I think if you own a home, that establishes residency in that state. Of course, you can't have multiple drivers licenses. I'm sure this varies state-to-state, so you probable should check with the Illinois MVD.
